Can't sell my character for less than 130 coins?

Hey there I can't seem to sell one of my characters with full inventory for no lower than 130 and it doesn't let me change it it just resets back to 130 every time I try to reduce it.

Is this a bug or do I have to do something?

My account is two step authenticated too.

Best way to sell your character is naked one, without items in bag and bank. That will reduce to lowest possible price
