Scarlet tabard (Bugged ?)

Hi everyone,

I am farming the scarlet tabard for quite a while and I have 0 loot on the scarlet trainees .
Is it bugged or the drop rate is very low (saw 0.4% on atlas loot).
I tried more than 200+ times.
