It will be enabled at launch.

How do you know it will be enabled at launch?
Wasn't it enabled at the launch of retail WotLK as well? At any rate, the realm is starting from v.3.3.5, so that's probably why it's like this. Also, no-one would do any low level dungeons without the RDF on a 7x server, so it's very much welcome.
