I have no permission to join Heroic Dungeons

Hello!
I recently hit lvl 80 and have started gathering gold and leveling up reputations for the first time, but I can't join any Heroic Dungeons. I have the addon that lets me see my gear score and its about 3.514 and yet I still can't join. Do I still need better items so it will let me play or is it something else?

An average ilvl of around 180 is required to queue for RDF HC.
Heriloom items have ilvl 1, empty slots count as 0, having a staff instead of a MH+OH counts it as (Staff's ilvl) + 0 for the OH so you get a lower average ilvl with a staff/2h weapon.
