it appears so ... because glyph of book mastery isn't in the game yet.
How can it not? it is 3.3.5 and we have no cooldowns on Titansteel, I believe its a bug or something from the staff.Quote:

For a class with no other ability to wall/shield or otherwise go on the defensive (other than CC), not having access to this one mandatory Glyph is a big deal.
