[ANSWECannot make myself eligible for RHC queue in ANY way. (3.3k+ gs, iLvL 196)

(Frostmourne WoTLK) As title says, it's been 3days since i've been trying to get into RHC and trying to meet gear requirements way above what others seem to be queuing with. I've asked everyone and tried most reasonable solutions. I've brought all my item levels above 187, i've tried raising my gear score, and even made sure to have only blue and purple items equipped. I'm sitting at 3308 Gear score with iLVL 196 and the system is still Rejecting me the same way. Someone please look into this annoying case, because there must be something broken with it.
