Booty Bay guards not aggroing

Is it possible to attack the opposing faction in Booty Bay and not getting attacked by the guards?
I've seen someone doing that, and I was thinking if he's just standing in a perfect spot that won't aggro guards (I saw him in two different spots) or if he's exploiting a certain bug or something. I do in fact have a screenshot of it.

Can anyone give me information about this? Thanks in advance

Yep, if you sit up on the bow (the pillar-looking part of the ship up where the tauren quest giver is) guards won't attack you and it's not rly exploiting in my opinion.
