In PvE it's essential to clear debuffs mostly because of high damage they deal. In PvP you can probably get away with not dispeling them unless you have free time and are 100% HP. For PvE, there shouldn't be any prioritization who should and who shouldn't dispel - it's a job for both of them (from healing PoV).

Arena - Priest
Battleground - Shaman
Raid/Dungeons - Both great
I'd take sham over priest in arena cuz of paper armor vs war for example but ehQuote:
