Quest chain resets

Hi,

Can someone explain the resets that appear to take place from time to time on quest chains? Are they some kind of bugged quest fixes? Is this intended?

While trying to achieve loremaster I've been faced with this multiple times, it looks like there are some resets that make you redo some quest chains again?

Also, I could buy april's brew from vendor but now I can't as if I don't have the Brew of The month achievement, can this be related?

Is there anyone else that suddenly is not able to buy brews from the vendor?
