If the quests have been done, then you should just be able to equip any totem and it will work.
I dont have any totems lol, and i cant get the relic that counts as all totems because no one wants a Shaman in their group with no totems haha
You can get a relic in Venture Bay, if you do the quests once you'll have enough coins. Should be easy enough at lvl 80 without totems.
just went there and they had 1 quest for 10 coins. so i have to wait 3 days to get 30 coins?
Venture bay - there's 5 daily quests rewarding 10 venture coins each. Totem costs 30.

Ignore the vendor items table, it's updated to current patch so it doesn't show totems and relics.
