I don't remember how I got the ring, but it's not in my purchase history on web. So i guess I got the first place in fishing tournament.
Ring can't be obtained in-game since Kalu'ak Fishing Derby is bugged. If you're on Icecrown you can buy it, on Lordaeron you can't.
Idk about the boots but if they're from STV Fishing then they should be obtainable.
