Crazy Alchemist Potion

Did anyone got extra potion proc from this? Does it have just crazy low proc rate or does it not work at all?
I used 50+ potions already and never a single extra potion proc.
This should be kinda super op potion for alchemists but without extra potion procs it's just a cheaper mana pot which is sad :(

Oh i see, they proc elixirs instead of potions! That is wrong they should have effect of additional random POTION not elixir.
