I donated and have a premium account, but I can't make a dk without a level 55 character. I was wondering if this doesn't apply to frostmourne I only saw Lordaeron in the donation page mentioned but I think the post is older than the server.

Yes, that doesn't apply to Frostmourne.
The reason should be rather obvious, since it's a progression server with people competing to complete content first.
