As far as I have seen, a single 264 boe is enough to put you in bgs against 6k people.
Doesent matter if that boe is on you, in your bag, or bank
As soon as you get a single item that is not currently available on Frostmourne you get put into the bracket with all the other realms.
You can get a single 200 ilvl piece from ToC normal and you'd get put into higher gear bracket for example.
