Open an in-game ticket to report ninja looting. Upload screenshots to something like Imgur and provide the link in the ticket.
You should have a screenshot showing that they are the tank and that they needed on the item.
Here's a useful guide, doesn't have much on RDF ninjas, but it's there nevertheless.
