Question about UC portal in SW

Ok, so I've noticed that there is a portal to Tirisfal Glades in SW in the throne room. However, it isn't always there or something?? I'm legitimately confused and almost certain this is a Warmane implemented feature yet I can find nothing about it in the forums or through google searches. Can anyone explain to me if this is a Warmane feature, and why it isn't always there?

Could be related to Undercity siege questline.

They can take it? It must be new then.
I couldn't use it a month ago if I wasn't on the quest.

And are you 100% sure? You can click on it all you want but it shouldn't transport you there unless you are on that quest.
