When I click on the Heroism vendor, they only sell weapon and shoulder heirlooms, but no chest heirlooms. Is the only way to get chest heirlooms from the coin store? There is no actual <Heirloom Vendor> either.

dont think so, chest heirloom and heirloom vendor wasn't released until ToC content came out
