So is it just me or was mercenary mode removed for horde incognito by devs. I know they said it was enabled for both factions
but now it seams to not work for horde.

As I remember it never worked for horde. It's only to put Alliance players into Horde team.
No it was never made for Horde. The whole point of Merc Mode was to put more people on Horde and less on Alliance to reduce que times.
