Hunter's spells

Is it normal to hit with spells 2500(aimed rank 9) same as rank 1 there is diffrence in 300-400dmg non crit shot and 1-1.5k in crit shot. Testing on HC Doll.

Crit: 58%
Hit: 8%
Power: 6015
Agility: 1940.
DMG:2210-2570

I seen the same thing happened lately the dps got lower on hunters
