Questions for someone getting back into WoW

Hey folks! I decided I would get back into WoW when shadowlands launched, but since it was just delayed I guess I'm starting in the pre-patch and I've got some questions about the current state of WoW! My old battlenet account that I made in BC is dead, I don't have access to that old email anymore so I'm starting with a brand new account. Last time I played was in Draenor and I haven't been keeping up with WoW news since then. On to the questions!

I hear they are redoing the leveling system in shadowlands, am I going to mess anything up by starting a character now? Should I wait until launch? Does boosting a character with the instants boots have any downsides?

Which server should I play on? I don't have any of my old characters so I'm not tied down. I'm a big raider, not really into pvp.

What is a good way to get connected with some people to play with? Or even just to chat with? The saddest part of losing my old account is my friend's list is now empty!
