Cross Client/Version Transfer

Is there a way to transfer an account from WotLK to Pandaria ?

There isn't.

so id have to just start from scratch again if so ?

Yep, you'll have to download MoP launcher and level from scratch. It's x7 XP so it shouldn't take long.
