That means you don't have any item liable to be refunded.

The system works automatically. If you had something that could be refunded, the ticket option would be there.
Either it's been too long or you didn't get it with coins.

It's weird. Checked my accout page. Support > create ticket > item misbuy available for me.
It's only my guess, but if you are not premium member, you may be allowed to create only ban appeal ticket.

I guess he got those coins gifted. So, as not-premium account, he only has "ban appeal" available.
As far as I know you can still get refunded but by sending an email to [email protected]
