I cant see the npc from "Son Of Hodir"

Hi everbody

I need help, an answer or whatever. I dont know why i cant see the npc from Son of Hodir. I did the all the chain quest and I am Honorable.

I think that buff shouldnt be there.

After you take Forging an Alliance you can see the quartermaster and others.
