Low lvl tanking

I have a question about rolling when tanking while leveling 1-59 for example.

As a druid tank, can I roll feral gear for example with agility etc. because as I know there is no specific tank items (usually) in majority of low level dungeons?

When I have option to NEED in the game, can I need the item?

For main items you'll end up rolling agility gear because as you said there's no specific tank items for it.
For off-parts, I assume you're fine needing agility up until like lvl 60ish when actual tank stats become common on them. You should aim to need items that increase stamina over agility in those cases, for example, if you got a 3agi 5stam finger and a 7agi 3 stam one drops - you pass since you lose stamina.
You're best off asking a GM in-game since they're the one actually acting on the reports from others.
