If you were unable to restore character during the given time frame, it's possible it won't be recovered.
If none of the coin/point/free* (* free is once per week) methods don't offer character restoration (you might as well say your farewells). You can contact staff via General Enquiry ticket through website support, but if that's not available to you, you can send them email to [email protected] and see if they're able to help.
I don't know how staff deals this kind situation, but don't get your hopes up.
