Yes, it can be reported and they will still get banned if it's clear that it was a scamming attempt.
Yup. This is how I reported a person, who tried to sell the rabbit leg to unsuspecting players (you know, the good ol' VVodin's Lucky Necklace switcheroo scam). Just like you, I also didn't accept the trade, and the GM accepted my ticket.
