It's available but almost never pops. Was like this last season. Safe to assume 2's is the only way to arena on Frostmourne
During prime time it usually pops within 5mins, only played once on FM but faced like 3-4 different teams. With crossrealm available it should pop more often, especially sundays 19.00 server time (blackrock 3s hour).
It popped after 1 min during tuesday evening, be aware that the only ones playing 3v3 are hardcore rmp or beastcleave.
