You could try these following commands:
/console gxdepthbits 24
/console gxcolorbits 24
/console gxrestart
They resolved issues I had in the past with shimmering textures after I had installed a new graphics card.
If it still doesn't work/have any effect, you could also try changing the directx api version used.
