BG bracket and gear problem

hello to all..
so i wanted to do some low lvl pvp and enter the low gear bracket in bg's while doing this and for this purpose i geared my warrior with ilvl 213 gear and blue gems and still in getting paired with 6k+ gs ppl in bg's while i am 3.9k gs. i dont have any items in my bags..although i have better gear in the bank

Now can someone clarify what are the exact limits for low gear bracket on bg's and if im doing something wrong or if there's any problem that can exclude me from low gear bracket?
