they made it that way gear was too high for this patch

I played on S1 when this event went live and it dropped ilvl232 cloaks. ilvl232 armor is ToC10, btw. So they quickly made it unequippable.
Is the achievement also bugged for anyone else? I've killed him several times, completed the quests, but can't seem to get "Ice the Frost Lord".
