Items From Events

Hi !
I would like to know how do i get the D.I.S.C.O item ? I went to Landro Longshot to see if he was giving away this item or some of the others, for example the Picnic Basket. But it seems like it doesnt work that way.
I wonder what would be the way to get this item ? As far as im aware D.I.S.C.O can only be retrieved from this NPC, but i've seen it before, so there should be a way other than retrieving it from Landro.
If someone can help me on figuring this out i would definitely appreciate it ! Thanks.
