Battleground Reputations

I've noticed for a while now that Icecrown players that gain reputation via Alterac Valley, Arathi Basin, or Warsong Gulch are at normal rates. But aren't rates a little boosted in continents (like normal repuations. Sons of Hodir. Thorium Brotherhood.) They're definitely not Blizzlike.

If this is the case, shouldn't this be changed? Just because we're playing with x1 by Cross-realm doesn't mean we should have to get x1. Unless there's some technical difficulty of making that happen.
