do you mean with coins on Store?
Then: https://www.warmane.com/account -> support -> create ticket -> item misbuy
you will get coins back (so you can spend them on the correct item next time)
To change that, just go to the Ashen Verdict guy located inside Icecrown citadel, he should have a Blue question mark available for you with the option to pay 200 gold and change the ring.
Or if it was a donation buy follow the steps provided to skullatbash

I've also noticed you are a blackrock character, if you meant that you got the item from an ingame vendor, may i suggest deleting the ring you don't want and just getting the one you want from the same vendor you got it in the first place ;)
there is no "honor refund" for pve items on blackrock realm
So just farm the honor again and be sure to buy the right ring next time
