Is PP belt BiS for Arms?

Comparing it to the Vali one, the pros are:

plus ≈2% crit,

the cons:

minus ≈200 Attack Power.

If we factor in bis gear, full raid buffs, Incite 3/3, +3% ret crit, -4.8% boss crit suppression, and DBW crit proc, that would make it ≈92.5% vs ≈90.5% crit (on HS and Cleave) with vs without PP belt on. Also Wrecking Crew procs more often.

My question: would it be worth to go for it for the aforementioned benefits or would it be better to have more STR for extra Deep Wounds damage?
