Asking about Quickness (Night Elf racial passive)

Hello everyone!
I'm curious about the racial passive of the Night Elf, which is called Quickness. It's described "Reduces the chance that melee and ranged attackers will hit you by 2%".
My question: When I receive a hit, will it counted as a dodge or enemy's miss attack?

It's a miss. Similar to how you can miss a target if you don't have enough hit rating.
