What does it take to report NINJA or there are holes in the Rules?

Normally I don’t like to post on forums. But sometimes I feel that we need to talk especially when you are facing some vague unclear rules of reporting the term “Ninja”.
Now I want to present my case as an example and reff to other players and also kind GM to help us understand more so maybe in future there will be a clear what is ninja and what is not. If warmane can present us a loot/BiS table that will be the Book for all players so they know when to report or not. This will be useful so we can save our time and the GM reading hundreds of tickets every day.
I have joined a Pug Raid as Paladin MT. the leader asked for MS changes so I whisper him MS ret. Then I notice that he didn’t announce in raid then I typed in the RAID chat MS ret. I said maybe he is busy with something but at least I make sure I have done my part and give him a /w and also in raid chat.
When we got to the point to roll on [Nerub'ar Stalker's Cord] I rolled highest with 99 I found the leader completely removing my roll and gave the item to 2nd place roll hunter. Does that considered a ninja if not what term do you use for that?
SS1: whispering him before we start Marrogar telling him im MS Ret and once again in raid chat.

these SS sir are not cropped /edited and i wont waste my time faking evidence. my question is what am i missing im not trying to influence GM decisions but rather want to understand what else can be done/provide to take an action against Ninja. because i get a prev case reporting a ninja and having same response and no action taken.
