Sons of Hodir Reputation bugged ?

Hello people ! I have exalted reputation with Sons of Hodir and I've bought my enchant for the shoulders from there, today I had to buy the same enchant for other shoulders but I cannot talk to the NPC, I went to Thorin but he doesn't have a quest, just says 'Hello, priest', also tried killing 1 of the big boys which drops quest, accepted the quest but still cannot talk to the npc. Tried on another toon and it's the same thing... Can I fix it somehow ?

what is the quest name?

The quest that I picked up is called The Refiner's Fire

complete "The Refiner's Fire" -> then you have to do " Spark of Hope " -> then "Forging an Alliance"

after that you can talk to vendor
