Recipes not being sold by vendors?

[Forgot to mention, this is on Icecrown realm]

Has something changed recently? I've been waiting for about 30 minutes now near the alchemy supplies vendor Ulthir in Darnassus, trying to get myself a Free Action Potion recipe. I checked him every 1-2 minutes and the recipe didn't respawn on him. It could be that someone bought it when I wasn't looking but its more likely that the respawn timers have been changed because even the garbage Greater Rage Potion recipe isn't available here and I doubt somone would bother to buy that too.

I feel like the respawn timers were increased but I don't know for sure.

I ended up buying it on the auction house because I don't want to spend the rest of my day waiting for this crap and it was only 38g, but I hate having to give a player gold for something like this...

Yeah, the respawn timer seems to be around an hour NOW, but I could have sworn it used to be shorter before. Maybe I was just unlucky and I showed up to the NPC that sells it just a few minutes after someone bought.
