Bug in location Silitus - Icecrown

Why is there a high level of monsters 74-80 in the Silitus location? Its a bug?

Yeah I just headed there as 59 and they all showed up as skulls, could barely get to Cenarion Hold for flight path. Can only guess it's bugged

Russia took over silithus , better get used to it
