No sir there hasnt been any character boosts previously. Just heirlooms to help with the grind!

On frostmourne realm that specific option is not showed, so not "boosting" service BUT you can directly buy a max lvl character from "Trade":

So it will be the same in a future "Frostmourne Season 3" but if I remember correctly the "trade" market is not available on lauch, just after a while
