WotLK Legacy weapons

Hello, i got my hands on oathbinder HC as paladin human, and i wanted to Tmog it somehow. I found out interesting legacy polearm https://tbc.wowhead.com/item=28949/g...rshals-painsaw. I just thought i will go SW and buy it, but there is only https://classic.wowhead.com/item=188...arshals-glaive at legacy weaponmaster. According to wowhead it should be possible to buy from Captain O'Neal <Weapons Quartermaster> , but he sells only JWC recipes and mats for honor. I looked it up on coin store and Grand Marshal's Painsaw is there for 7 coins, when i open it, http://wotlk.cavernoftime.com/item=28949, website linket to armory, doesnt even say where it can be obtainable, so does that mean its no longer obtainable in game, only as purcahse via donating and coin store ?
