19 twink transmogs

Just curious about how the tmogs work exactly can i donate for a lvl 70 item and mog it or does the item still need to meet level req even if bound

and if has to meet level req anyone got a good list of 19 twink mogs to look through every site i find isnt valid for wotlk mogs

You have to be able to equip gear you want to use in transmogrification.
