Frostmourne is a different realm where people are doing progression. It wouldn't be fair to let them skip ahead because of a character on the x7 realm.
Frostmourne is also a 7x realm... :D

Nonetheless, that text is part of the client and relevant only for retail, where every server is the same. For our servers, Frostmourne or not, you have to meet that requirement in the server where you want to create the undead emo.
I was thinking Frostmourne is x3 but what I meant is the realm is progression based, with resets, so it would be unfair to give people a head start because they have a character on another realm that has been around for years.
