You can transfer from the current season only when it ends, so for characters in Frostmourne now, only around next April.
Characters from season two, which was the one that ended recently, are the ones currently transferable.
Meanwhile those from season one are lost now that we're in season three. They can be transferred only during the next season, not indefinitely.

If you mean from season one, no. You had a whole year to do it.
