Is the Who function bugged?

I see on the web page that there are 7578 players in Icecrown on 09/26/22 at 6:26 pm Costa Rica time ...but when I use the who function in the game it only shows 50 players .

not hating or anything I'm just curious since I would love to play with friends and meet new people too.

It is working as intended, 50 ppl max was on retail aswel.

The /who is actually capped to 50 in any of the realms, deliberately showing way less characters than the realm currently have.
