If you expected your current LS to gain additional 6 stacks when switching to Enhance, it won't happen.
You are doing something wrong, but we can't even help you because you gave no info (screenshots, logs, videos)
Seems your LS should get 9 charges, "confirmed" by reading wowhead comments.
If you take the talent and your LS still only has 3 charges then it is a bug.
