If I make a char before restart, will it wipe out too?
yes.
When the reset oocurs (on 15-april-2023) everyone will have 0 Characters on the new Frostmourne realm.
But the "old" characters are not deleted. We have 1 years of time to transfer them for free on Icecrown realm
