forging an alliance quest

hi guys, forging an alliance quest, i need talk to king jokkum, i can not click on him to talk instead attacks him, and he have the big yellow mark above his head aswell. i got exalted with them and used shop back in 2015, recently got a better shoulder item wanted to enchant it, i could not see quartermaster, so i started the quest chain and im stuck here now got no idea what to do. help.please

Edit; i went to reputations tab clicked on sons of hodir and unchecked "at war" now i can interact with them again and go on with the quest problem solved..
