So my question is simple, are custom sounds, textures etc bannable? We're talking now about purely cosmetic things, nothing that changes my in-game behaviour like cheats or whatever, nothing like that, only cosmetic changes. Can I for example use custom gun sounds or custom textures?
You can add custom sounds through SharedMedia addon without needing to modify any of the game files.

Shouldn't be a problem as long as it's just cosmetic changes.
