No, it's BoP
I don't even know of any mount that is account-wide in wrath in general. Every mount is character-specific. If you want it on a certain char, you must obtain it on said char.
I think in wotlk all TCG mounts were BoP but got mailed to all your present and future characters. But it doesn't work like that here.
